Owe the IRS More Than $50,000? Prepare Your Payment Plan Forms

For a balance over $50,000, the IRS won’t set up a payment plan online. It needs two forms: Form 9465 (Installment Agreement Request) and Form 433-F (Collection Information Statement), which shows your income, expenses and assets. Answer the questions below and download both official IRS forms already filled in, plus an estimate of the monthly payment the IRS is likely to ask for.

Form 433-F (Rev. 7-2024) · Form 9465 (Rev. 9-2020) · IRS Standards effective June 29, 2026

Step 1Before you start

The IRS will not approve a payment plan until these are in order. Check each statement that is true for you.

Step 2About you Form 9465 line 1–4 · Form 433-F page 1

Type in English (Latin letters) exactly as on your tax return — IRS forms are English only.

If the debt is from joint returns, both spouses sign both forms.
Used only inside your browser to fill both forms.
Your county sets the IRS housing & utilities allowance.

Phone numbers

Form 9465 has no cell line — if you only have a cell, it is also used as your home phone there.

Household

Everyone who can be claimed on this year’s return, including you and your spouse.

Step 3Your tax debt & proposed plan Form 9465 lines 5–14

List every year with a balance — one plan covers all of them.
All years together, including penalties and interest, from your latest IRS notices or your IRS Online Account (irs.gov/account).
E.g. a balance already in an existing plan.
Optional. A down payment lowers the balance and can speed up approval.
Amount owed (line 9): $0 · Balance ÷ 72 months (line 10): $0
The IRS bases the payment on your Form 433-F: what is left after its allowed living expenses.
Any day from 1 to 28.

How you will pay

Direct debit has the lowest setup fee ($107 instead of $178 when applying by mail or phone) and payments are never late.
The 9-digit number at the bottom left of a check.
A business that has closed? (Form 9465 line 2 — only for a business that is no longer operating)

Step 4Self-employment income Form 433-F page 1 & Section G

Step 5Wages & other income Form 433-F Sections F & G

Other household income (monthly amounts)

Rental income: after expenses, without depreciation. Other income includes K-1 distributions, IRA distributions, gambling income and rent subsidies.

Step 6Accounts, property & debts Form 433-F Sections A–D

The form asks you to list every account, even with a $0 balance. Up to two of each fit on the form — list any others on a separate sheet.

For a leased car, write “lease” in Year purchased. List whole life policies with the insurance company name.
Credit cards & lines of credit (list them even with a $0 balance)

Credit card payments are not an allowed expense — the IRS “miscellaneous” standard is meant to cover them.

Step 7Monthly living expenses Form 433-F Section H

Enter MONTHLY amounts. Bills paid weekly: × 4.3; every two weeks: × 2.17; twice a month: × 2; quarterly: ÷ 3.

1. Food, clothing & personal care

The IRS allows the National Standard for your household size without receipts: $867. It covers food, housekeeping supplies, clothing, personal care and miscellaneous costs (including credit card payments and bank fees). The form will show this amount as your total.

2. Transportation personal — not business trips

Car loan or lease payments go under “Cars & other assets” in Step 6.
If you don’t own a car, the IRS allows the full $220.
Set automatically from your county when possible.

3. Housing & utilities select county

Mortgage payments go under Real estate in Step 6, not here.

4. Medical

Doctor, prescriptions, dental, glasses. The IRS allows the standard ($90 per person under 65, $163 for 65+) without receipts.

5. Other

Your quarterly Form 1040-ES payment ÷ 3. Self-employed? Figure it with our Self-Employment Tax calculator.
Usually not allowed while you owe back taxes.
“Other” expenses are allowed only if they are necessary for your health and welfare or to earn income — the estimate doesn’t count them.

What to do next

  1. Check every page against your IRS notices, bank statements and pay stubs. List extra accounts or assets on a separate sheet with your name and SSN.
  2. Sign and date both forms by hand (both spouses for a joint debt).
  3. Attach your latest Schedule C or a current-year profit & loss statement if you are self-employed, and Form 2159 if you chose payroll deduction.
  4. Send Form 9465 with Form 433-F to the address on your latest IRS notice. With no notice, use the “Where To File” chart in the Form 9465 instructions (Schedule C filers use the second chart). Keep copies and proof of mailing.
  5. Or call the IRS at the number on your notice (individuals: 800-829-1040; Automated Collection System: 800-829-7650) and give them the numbers from your Form 433-F. Write down the agent’s name, ID and the date.
  6. Be ready for questions. The IRS may ask for proof of income and expenses (bank statements, receipts, bills).

How it works

1. Why two forms for balances over $50,000

Online payment plans are limited to $50,000 or less. Above that, you ask for an installment agreement with Form 9465, and the form says to complete and attach Form 433-F when the amount owed (line 9) is greater than $50,000. One agreement covers every tax year you owe. Payment plans are authorized by IRC §6159; the IRS procedures are in IRM 5.14.1.

2. How the monthly payment is estimated

The IRS compares your monthly income with its Collection Financial Standards (effective June 29, 2026). What is left is the payment it generally expects:

3. What happens if the payment can’t pay off the debt

Line 10 of Form 9465 divides your balance by 72 months. If your payment is lower, you still ask for a plan, and the IRS reviews your Form 433-F. If the payments can’t pay the balance before the 10-year collection deadline for each year (the CSED, IRC §6502), the IRS may approve a partial payment installment agreement (IRM 5.14.2). You pay what you can, the IRS reviews your finances from time to time, and any balance left when a year’s deadline passes is no longer collected. If your expenses use up your income, the IRS may instead place the account in Currently Not Collectible status.

Estimate only — not tax advice

The monthly payment shown is a simplified estimate for planning purposes only — it is not a final calculation and not a guarantee that the IRS will approve any plan or amount. The IRS verifies every figure, may value income and expenses differently, may ask for documents or for Form 433-A instead, and adds interest and penalties until the balance is paid.
